So why is Quebecor doing this? Maybe it’s because CKXT already enjoys national coverage thanks to satellite and digital cable systems like Bell [link widoczny dla zalogowanych], Shaw and Videotron. Quebecor could use CKXT’s signal as a de facto national service, providing only the minimal amounts of local programming. The truth is, CKXT-TV could still be renamed Sun News, if they’re willing to forgo the mandatory coverage on cable outside of the Toronto area.

Is Quebecor Using Leverage?
Some feel that if they get approval [link widoczny dla zalogowanych], it could set a precedent whereby CTV, Global and other broadcasters could convert local TV stations into national cable outlets. Actually, it’s not just some people who feel this way; it’s the CRTC. According to an article published by CanWest News Service, when asked if this could set a precedent causing the CRTC to be inundated with similar requests for must-carry digital status, a spokesman for the CRTC said: "Of course."
Even the way in which Quebecor is going about getting approval is unconventional. They’re applying for a Category 1 specialty license at a time when the CRTC has said that they simply aren’t handing out any. How do they intend to get around this? Basically they’re hoping that they can trade in their local over-the-air Sun TV (CKXT-TV) license in Toronto for a national one.
It could be that both Quebecor and the CRTC know this and this is the leverage that is being used to get approval. If Sun News Channel actually does get the green light from the CRTC, it should launch January 1st, 2011. If not, stayed tuned, this could get interesting.
The biggest concern, among people who work in the media, is not so much the potential for Tea Party style journalism [link widoczny dla zalogowanych], but whether or not there will be any journalism at all. For starters, Fox has a network of local affiliates to rely on for their news footage. Quebecor only has Quebec and Toronto. Even if you count their newspaper reporters, this is a company which has been getting rid of journalists lately, not hiring them.
But in spite of Canada’s liberal reputation, there hasn’t been all that much of a backlash. Many people on the discussion forums welcome a new voice and even argue that this could be good for freedom of speech. Case in point, one Montreal blogger wrote: “I don’t like Sun News, but I welcome it.” Plus, Sun tried to hire Rick Mercer, which begs the question, just how conservative can they be if they want people from the CBC.
As soon as Pierre Karl Peladeau and Kory Teneycke, Canadian Prime Minister Stephen Harper’s former head of communications, talked about plans to launch a right-wing news channel, it didn’t take long for some to make comparisons with Fox. Even its slogan, “Canada's Home for Hard News and Straight Talk” has somewhat of a Fox-like quality to it.
Yet somehow Peladeau and Teneycke seem confident. Money-losing CKXT-TV in Toronto will be giving up a large amount of its US content to CHCH-TV this fall, a move which indicates that Quebecor has already put all of their eggs in the all-news channel basket.
Ironically, they just fired arguably one of their best, Elizabeth Thompson, just a couple of days after they announced the all-news channel. The timing couldn’t be worse in terms of trying to win over skeptics. Not to mention that, Quebecor’s journalists at Le Journal de Montreal have been locked out for over a year now.
